Armenia Airways: The “Open Sky” Policy in Armenia
Open sky policy is an international concept aimed at the creation of free-market environment for airline industry through bilateral and multilateral agreements. It calls for the liberalization of the rules and regulations of the international aviation industry.
The primary objectives of open sky policy include liberalization of international aviation market rules and minimization of government intervention into the sphere of air transportation.
On October 23, 2013, the Government of the Republic of Armenia adopted the “Program for ensuring competitive and sustainable air services”, which introduces the Open Skies Policy in the field of civil aviation and air communication in Armenia.
The main aim of this step is the improvement of air transportation to and from Armenia to create additional opportunities for the development of individual sectors, the business environment, and to provide broader economic growth.
The Open Skies Policy implementation package includes 3 groups of actions in three important areas.
Armenia Airways: Groups of Actions
First of all, a new institutional structure will be established to regulate the civil aviation sector. To ensure the competitiveness and viability of potential air carriers, a relevant system of licensing and permit issuance will be introduced.
Second, the actions taken will be monitored, as the gradual implementation of the program will allow to assess the number of passengers and the geography of air transportation in course of implementation of the Open Skies Policy for further reforms in the sphere.
Third, at the same time, the airspace management policy will have to take into account the geographical and political situation of Armenia, as well as its consequences in terms of national security. The policy will provide effective management mechanisms concerning security issues.
It is expected that the new policy will provide increasing number of incoming tourists and extended geography in tourism industry. It will also provide increased predictability of the business environment in aviation sector, and more convenient conditions (timeline, costs) and expanded opportunities for businesses.
